The cause of this is usually that one of the domains used by the web site is blocked in your policy for the user you are browsing as.

To find out, log in to www.cloudwebfiltering.com with your username and password.

Go to Reports -> Analyse.

Enter the Domain that you were trying to access, in this example, it is twitter.com and the username you were using, in this case .(JavaScript must be enabled to view this email address). Click Run Report.

Find the domain in the report and expand the visit by clicking the + icon. You should see something like this:

If only the red column (blocked visits) contains a category name, then it indicates that this category (Social Networking in the example above) is blocked in your policy for this user. Go to the policy for this user and change the category to allow, or alternatively, add the domain twitter.com (and any other domains required for the site, e.g. CDNs) to the Custom URL filter and then set the custom category to allow in the policy.

Where you have both the red and green columns with a category, there has been a conflict, and the resolution is determined by the policy setting for "Conflict Resolution" and also the policy settings for the group and the individual user. The default setting is "Block rules override allow rules", which in this case means that because the Social Networking category is set to block in the policy, it overrides the Custom Allowed Sites custom category, which is set to ignore in the users policy.
